Konrad Birger Knutsen (born 21 September 1925) is a Norwegian civil servant.
He was born in Voss, and is a cand.jur. by education. He served as chief administrative officer of finance in Stavanger municipality from 1967 to 1973, and County Governor of Rogaland from 1973 to 1981.[1] From January 1975 to November 1981 he served as the State Conciliator of Norway.[2] He was then the CEO of the bank Rogalandsbanken from 1981 to 1987, then a lawyer.[1]
